Carrollton – Tuesday, August 12, 2025, at approximately 9:48 p.m., Carrollton Police Officers stopped a vehicle driven by Keith Kemp, of Paris, Texas, for a traffic violation in the 2700 block of E. Belt Line Road in Carrollton, Texas. Kemp was the lone occupant of the vehicle.
During the traffic stop, officers developed reasonable suspicion of narcotics activity and began a drug investigation. During the investigation, Kemp brandished a handgun and threatened to shoot himself.
Kemp exited his vehicle and began walking away from officers while holding the gun to his head, threatening to shoot the officers and himself. He walked a short distance before running into the 14900 block of Venture Drive in Farmers Branch, Texas.
As Carrollton Officers pursued Kemp, he turned toward them with the gun in his hand. A Carrollton Police Officer discharged their weapon, shooting Kemp several times. Kemp was taken into custody.
Carrollton Police Officers and Carrollton Texas Fire Rescue personnel immediately rendered first aid and transported Kemp to an area hospital, where he remains in critical condition in the intensive care unit.
The Carrollton Police Department, Farmers Branch Police Department and the Dallas County District Attorney’s Office Public Integrity Unit responded to the scene and are conducting a joint investigation into the shooting. Kemp is charged with unlawful possession of a firearm (convicted felon), a third-degree felony and aggravated assault of a peace officer, a first-degree felony.
