Farmers Branch council to meet in closed session over ethics complaint

The Farmers Branch City Council will hold a special called meeting Friday to convene in closed executive session over a complaint alleging a city official violated the municipal code of ethics.

The meeting is scheduled for 4 p.m. April 10 in Council Chambers.

The council will seek legal advice from the city attorney under Section 551.071 of the Texas Open Meetings Act, which permits governing bodies to meet privately with counsel to discuss pending or contemplated litigation and legal matters.

The complaint, filed April 2, alleges a violation of Section 2-284 of the city's Code of Ethics. The agenda item does not identify the complainant, the subject of the complaint, or the specific conduct at issue.

Because the session is closed, no public discussion or action is expected Friday. It is unclear whether any action will follow in open session.

The Branch Herald has submitted a public information request seeking additional details about the complaint.

“Everything is confidential until the investigation is complete,” said Stacy Henderson, director of administrative services and interim city secretary.

During the executive session, the council will decide if the complaint goes to an outside investigation. If it does not, the records will become public at that time. If it does, the records will become public after the investigation.

“When the process ends, that’s when the information becomes available,” City Manager Ben Williamson said.
