Council approves parking garage conversion

A five-story parking garage that has sat largely unused will get new life as apartment housing after the City Council unanimously approved a redevelopment project Tuesday, August 5.

The council rezoned 2.12 acres at 14500 Landmark Blvd., allowing developer Princeton to construct 135 residential units on top of the existing parking structure in what officials called a creative solution for an unusual property.

"I'm excited about turning a parking garage into something more productive to the city," Mayor Terry Lynne said after the vote.

But the property presents an unusual challenge as it sits on the border between two cities. The 6.81-acre site straddles the Farmers Branch-Addison city line, with only one-third falling within Farmers Branch limits. The existing parking garage previously served an adjacent office building that will be demolished for a separate residential development in Addison.

"This is somewhat uniquely situated in the periphery of the city," said Brett Mangum, the city's lead planner. "It is also unique in that it's bisected by the city limit line."

The rezoning from Light Industrial to Planned Development represents what planners call a "downzoning," reducing the intensity of allowed uses from potentially disruptive industrial activities such as warehouses or manufacturing to residential housing.

Developer attorney Daniel Box emphasized the site's industrial surroundings. "We've got railroad adjacency to our immediate east... the tollway basically there to our immediate west," he said. "No single family residential adjacency."

The project includes streetscape improvements along Landmark Boulevard and aligns with the city's 2045 Comprehensive Plan calling for mixed-use development in the area.

Construction could begin within six to eight months, pending Addison's approval of the companion project.
